Missing GFCI/AFCI Protection

Missing GFCI or AFCI protection shows up on nearly every inspection report of an older home, and it's one of the cheapest, most worthwhile fixes in the entire electrical section. What it actually protects against, and where, is below.

If there's one electrical finding almost every buyer will see at least once, it's this one. Missing GFCI or AFCI protection shows up constantly because the requirements for both have expanded steadily since they were introduced. A home wired to the code of its era (even a fairly recent era) routinely falls short of what's required in a home built or renovated today. It's also, refreshingly, one of the cheapest and most unambiguous fixes an inspection report will hand you.

GFCI and AFCI are not the same thing

These two acronyms get lumped together constantly, but they protect against different hazards, and a report will usually address them separately.

GFCI (Ground-Fault Circuit Interrupter) protects people. It monitors the current going out on the hot wire versus the current returning on the neutral. If even a small amount is missing (because it's flowing through a person's body to ground instead), it trips in a fraction of a second, well before a dangerous shock can develop. This is why GFCI protection is required specifically in locations where water and electricity are most likely to meet: kitchens, bathrooms, garages, unfinished basements, exterior outlets, and near any sink or wet bar.

AFCI (Arc-Fault Circuit Interrupter) protects property, specifically against fire. It monitors the electrical waveform for the erratic pattern of a dangerous arc, like a lamp cord with a nicked wire, a nail driven through a cable inside a wall, or a loose connection arcing intermittently. Modern code requires AFCI protection on most branch circuits serving living areas — bedrooms, living rooms, family rooms, and similar spaces — because arcing faults are a documented cause of electrical fires that a standard breaker doesn't catch.

Some newer devices and breakers combine both protections in one unit, but on an older home you'll typically find one, both, or neither, and the report will usually specify which is missing where.

Why this finding is everywhere

Requirements for both technologies have expanded significantly over the decades. GFCI started in bathrooms and exterior outlets, then expanded to kitchens, garages, basements, and more. AFCI started in bedrooms and has expanded to cover most habitable rooms in current code editions. Inspectors generally evaluate against current safety practice, not just the code in effect when the home was built, which is why even a well-maintained home from the 1990s or 2000s can rack up several GFCI/AFCI findings. It was fully compliant when it was wired, and the bar has simply moved since.

A typical report entry reads: "GFCI protection not present at kitchen countertop outlets and garage outlets. AFCI protection not present at bedroom circuits. Recommend upgrading affected outlets/breakers to current safety standard." Notice the finding doesn't say the home is out of code. It says protection isn't present relative to today's standard, which is a slightly different and less alarming claim.

What it means for you as a buyer

This is about as close to a pure "yes, just do it" finding as the electrical section produces. It's inexpensive, it's a genuine safety upgrade rather than a cosmetic one, and it rarely requires opening walls or extensive labor. It is not, generally, a strong negotiation item on its own. Most sellers and agents will view a request centered on a handful of GFCI outlets as a low-value ask that costs you negotiating capital better spent on a panel or wiring finding. The better move for most buyers is to fold it into your own post-closing punch list and knock it out in the first month.

The exception is scale. If a report identifies GFCI/AFCI gaps across a large number of circuits (a whole-house retrofit rather than a handful of outlets), the aggregate cost can be worth a modest credit ask. It works best bundled with other minor electrical items rather than raised on its own.

How to test what's already there yourself

Before assuming every wet-location outlet in the house needs new hardware, it's worth checking what's already installed. A home can have GFCI protection without every outlet having its own visible test/reset buttons, since one GFCI device can protect several downstream outlets on the same circuit. A simple check: press the "test" button on any GFCI outlet you can find (commonly in kitchens, bathrooms, garages, and exterior walls) and see whether it cuts power, then confirm which other outlets in the house go dead with it. Those are the ones it's protecting. A plug-in outlet tester with a GFCI test button, available cheaply at any hardware store, can also tell you in seconds whether a given outlet is GFCI-protected even if there's no visible GFCI device right at that location. This ten-minute walkthrough often turns a vague "not sure what's protected" report note into a specific, short list of gaps.

Tamper-resistant receptacles: the other quiet upgrade

A related but separate modern requirement often shows up in the same part of the report: tamper-resistant (TR) receptacles, which have spring-loaded shutters inside the slots that block anything but a two-pronged plug from being inserted. It's a child-safety measure against kids poking objects into outlets. Current code requires TR receptacles essentially everywhere in a home, well beyond the GFCI locations, so an older home routinely lacks them throughout. Like GFCI/AFCI, this is inexpensive to retrofit outlet-by-outlet ($3–$8 per device in parts, plus labor if you're not doing it yourself) and is worth batching into the same post-closing electrical to-do list rather than treating as a separate project.

The "one GFCI protects downstream outlets" detail is worth knowing before you assume every ungrounded-looking outlet needs its own device. A single properly wired GFCI outlet at the start of a circuit run can protect every outlet after it on that same circuit, which is often how electricians keep the retrofit cost down.

How to prioritize if you're doing it yourself

Not every missing GFCI/AFCI location carries equal urgency. If you're tackling this as a post-closing project rather than a negotiation item, prioritize in this order:

  1. Bathrooms, kitchens, and exterior outlets: the locations with the most direct water exposure and the longest-standing GFCI requirement.
  2. Garage and unfinished basement outlets: frequently used with power tools, often on concrete floors, another combination that raises shock risk.
  3. Bedroom and living area circuits for AFCI: lower shock risk than the wet locations, but meaningful fire-prevention value, especially in homes with older lamp cords, extension cords, or holiday lighting left plugged in seasonally.

Treat it as a punch list

Missing GFCI or AFCI protection is the electrical section's most common finding and its most affordable one. It's a real safety upgrade you can knock out room by room for a few hundred dollars rather than a five-figure system replacement.
