R-22 Refrigerant: The Phase-Out Cost Trap

Most air conditioner findings are about age and wear. This one is about a word on a nameplate. If your system runs on R-22, a routine-sounding refrigerant leak can turn into a full-replacement decision fast.

Somewhere in the AC findings, a report will note the refrigerant type stamped on the condenser's data plate. Most of the time it's a throwaway detail. If it says R-22 (sometimes still called by its old trade name, Freon), it isn't. That single line changes the entire cost calculus for anything involving the refrigerant circuit, independent of how the system is otherwise performing.

What R-22 is, and why it's disappearing

R-22 was the standard residential air conditioning refrigerant for decades. It was phased out under the U.S. Clean Air Act's Montreal Protocol commitments because of its ozone-depleting potential. The phase-out happened in stages: production and import of new R-22 for use in the U.S. ended completely on January 1, 2020. Since then, the only R-22 available for servicing existing systems is recycled or reclaimed supply, meaning refrigerant recovered from decommissioned systems and reprocessed. There is no new R-22 being made, and the reclaimed supply only shrinks over time as more systems are retired.

That supply-and-demand math is the entire story: a chemical that's no longer manufactured, serving a shrinking population of aging systems that still need it, gets more expensive every year. It's a one-directional trend that will continue until R-22 systems are effectively gone from the housing stock.

How to tell if a system uses R-22

Every residential AC condenser has a data plate listing the refrigerant type it's designed for. Inspectors read this directly and typically note it in the report alongside the age estimate. As a rough proxy even without that note: most systems manufactured before roughly 2010 were designed for R-22, and manufacturers shifted new production toward R-410A through the following several years as the 2020 deadline approached. If your inspection report gives the condenser's age as pre-2010, ask specifically whether the refrigerant type was recorded. It's worth confirming rather than assuming.

Why a leak matters so much more on an R-22 system

Refrigerant systems are sealed and shouldn't need regular "topping off." If a system is low on charge, it's because it's leaking, and the standard repair is to find and fix the leak, then recharge the system. On a modern R-410A system, a recharge is a manageable, moderately priced repair. On an R-22 system, the refrigerant itself may cost several times more per pound than R-410A, and that gap has only widened since 2020 as supply keeps shrinking. Depending on the size of the system and the extent of the leak, an R-22 recharge that would have been a routine service call a decade ago can now cost a meaningful fraction of a full system replacement, sometimes more.

Once contractors find an R-22 leak, most give a blunt recommendation: don't recharge it — replace the system. Pouring increasingly scarce and expensive refrigerant into a unit that's already leaking, and that's likely old enough to be near the end of its service life anyway, rarely makes financial sense. The better spend is replacing the whole condenser and coil with a current R-410A (or newer R-454B) matched system.

Two findings, read side by side

A finding that should get your attention: "Condenser data plate indicates R-22 refrigerant; unit manufactured 2006. Temperature split measured at 9°F, below normal range, suggesting possible low refrigerant charge. Recommend evaluation by licensed HVAC contractor; note that repair costs for R-22 systems are significantly elevated due to discontinued production." Two facts are doing the real work in that paragraph: the refrigerant type, and the below-normal temperature split suggesting a possible leak. Together, they point toward a replacement decision, not a repair estimate.

Compare that to a lower-stakes version: "Condenser data plate indicates R-22 refrigerant; unit manufactured 2008. Temperature split measured at 17°F, within normal range. No signs of leak observed." This system is running fine today. The R-22 designation is a fact to know for budgeting and to watch for, but it isn't an active problem, because nothing needs recharging yet.

The spread in the leak-repair row exists because refrigerant needs by system size vary a lot, and reclaimed R-22 pricing itself isn't stable; it moves with scarcity. That volatility is itself a reason most contractors steer toward replacement rather than quoting a repair with any confidence.

What this means for the buyer

If your report notes R-22 and the system is performing normally, this isn't an emergency. It's a budgeting fact, similar to an aging-but-functional furnace. Fold it into your general expectation that this AC is closer to the end of its useful life than a newer unit would be, and that if it does fail or start leaking, replacement rather than repair is the realistic path.

If your report notes R-22 and any sign of low charge, a poor temperature split, or a suspected leak, treat it differently. This combination is a strong signal that a full-system replacement is coming, possibly soon, and it belongs in the same conversation as any other significant near-term cost finding.

Turning it into a negotiation

  1. Don't ask for anything if the system uses R-22 but is otherwise performing well. That's information rather than a defect; save your negotiating capital for real, present issues.
  2. Do negotiate hard if R-22 is paired with a suspected leak. This combination has a well-understood, contractor-endorsed outcome (replace, don't recharge), which makes it easier to anchor a credit to a real replacement estimate rather than a vague repair guess.
  3. Get a contractor's replacement quote, not a repair quote, once a leak is suspected. Asking for repair pricing on a system contractors will tell you not to repair wastes time and weakens your position.
  4. Factor it into your own post-closing plans even without a current leak. Knowing you're likely facing a real-dollar replacement within a few years rather than "someday" is useful information for your own budget, even if it isn't a negotiation point today.

Read the two facts together

R-22 by itself isn't a defect; it's a discontinued chemical serving an aging population of otherwise-normal air conditioners. The finding only becomes urgent when it's paired with evidence of a leak, at which point the economics point firmly toward replacement.
