When You Need a Structural Engineer

\"Recommend evaluation by a licensed structural engineer\" appears on reports so often it can read as boilerplate, but sometimes it's the most important sentence on the page. How to tell which version you're holding, and what the $400–$800 evaluation actually buys.

Somewhere in your report's foundation section, there's a decent chance you'll find the sentence "recommend evaluation by a licensed structural engineer." It's one of the most anxiety-producing lines an inspector can write, and one of the most ambiguous. Inspectors attach it both to findings that genuinely need an engineer and to findings they simply aren't allowed to characterize further. Your job during the contingency is to figure out which one you're holding.

Three professionals, three different jobs

Buyers routinely confuse the three people who might look at a foundation, and the confusion is expensive.

The home inspector is a generalist doing a visual survey of the whole house in a few hours. They can observe and describe a crack's width or a floor's slope. They cannot diagnose cause or prescribe repair; in most states their license explicitly stops there, which is why their strongest available move is the referral sentence.

The structural engineer is a licensed PE who diagnoses cause and prescribes the fix. They measure, calculate load paths, weigh soil and drainage context, and produce a stamped written report stating what is happening, whether it's active, what should be done, and just as importantly, what doesn't need to be done. They sell judgment.

The foundation repair contractor sells repairs. Many are skilled, and you'll need one if work is warranted. But the free "inspection" is a sales visit, and the industry's classic failure mode is a $25,000 pier proposal for a foundation an engineer would have cleared for $600. Never let the person quoting the repair be the person deciding whether a repair is needed. Engineer first, contractor second: the engineer's report becomes the scope, and contractors bid against it instead of inventing their own.

Findings that justify the engineer

Call the engineer when the report shows signs that load is moving or being carried incorrectly:

  • Horizontal cracks in a foundation or basement wall. The signature of lateral soil pressure pushing a wall inward. This is the clearest "yes" on the list, and it often travels with visible bowing of the wall.
  • Stair-step cracking in block or brick with displacement. Wider than about a quarter inch, or with one side proud of the other. Pattern matters more than presence; the cracks guide covers the full taxonomy.
  • Noticeably sloping floors. Beyond roughly an inch over twenty feet, especially where doors and windows in the same area rack out of square. See how inspectors read slope and settlement.
  • Cut, notched, or modified framing. A removed wall with no visible header, joists cut for ducts, undersized beams with visible deflection. Modified load paths are exactly an engineer's subject.
  • Prior structural repairs without documentation. Existing piers or wall anchors with no engineer's report and no warranty paperwork mean someone treated a symptom. Whether the cause is resolved is unknown.
  • Active movement. Cracks reopened through patches. Doors that stopped closing recently. Gaps between wall and floor the sellers say are new. Fresh movement outranks old movement everywhere in structural assessment.

In each case something observable suggests the structure is responding to a force, and identifying that force is engineering work. For the in-between cases, weight displacement and recency most heavily: things that have moved, recently, earn the evaluation.

Findings that don't need one

Equally important, because over-hiring wastes money and goodwill:

  • Hairline vertical shrinkage cracks in poured concrete. Near-universal and cosmetic; covered at length in the pillar guide.
  • Typical drywall settlement cracks above doors and at ceiling corners in a house that's otherwise square.
  • Old, stable, previously patched cracks with no displacement and no signs of reopening.
  • Moisture findings without movement findings. Efflorescence, damp corners, a musty crawlspace. Real problems sometimes, but they route to the water-side guides rather than to a PE.

If your report's foundation section contains only cosmetic-tier and monitor-tier notes, the referral sentence at the bottom is liability language, and the fee is better left unspent.

Fees run higher in high-cost metros and for complex structures. Scheduling can take one to three weeks, so start early in your contingency window; a rushed contingency is how buyers end up settling for the free sales visit.

Evaluations come back roughly three ways. Benign: old movement, stable, monitor it, and you just bought certainty. Bounded: a defined problem with a specified fix, so you now have a scope and a number to negotiate with. Serious: active movement needing major intervention, which you've learned before owning it. That last one is the entire point of a contingency. All three outcomes are worth more than the fee.

Using the engineer's report in negotiation

A stamped engineering report changes the negotiation more than almost any other document, because it's the one piece of paper neither side can plausibly dismiss.

  1. If it's benign, proceed with confidence, and don't try to negotiate a credit off a report that says "no action required." Sellers read too.
  2. If repair is specified, get two or three contractor bids against the engineer's spec, then ask for a credit sized to the bids. The report converts "the buyer is nervous about the foundation" into "a licensed PE specified this repair; here are the bids." And if your deal dies, the seller now likely has to disclose those findings to the next buyer, which quietly strengthens your position.
  3. If it's serious, the report is your evidence for a major price renegotiation or a clean, documented exit under your contingency. Either way you're deciding with facts.

One honest caution: don't commission an engineer hoping to manufacture leverage from a cosmetic crack. If the findings are minor, the report will say so, and you'll have spent the fee confirming the house is fine. Which was the good outcome all along.
