TPR Valves and Water Heater Safety

Most water heater findings are about age and budgeting. This one is different: the TPR valve and its discharge tube are a real safety device, and inspectors treat a missing one accordingly.

Almost everything in a plumbing report boils down to age, material, and budget. The temperature-and-pressure relief valve (usually shortened to TPR valve or T&P valve) is one of the few plumbing findings that's genuinely about safety rather than cost planning, and it's worth understanding on its own because inspectors treat it with unusual seriousness.

What the TPR valve actually does

Every standard tank water heater has the potential to build dangerous internal pressure if something goes wrong: a thermostat that fails and lets the water overheat, or a pressure buildup with nowhere to go. Water that's overheated and over-pressurized in a sealed tank can flash to steam almost instantly if that pressure is suddenly released. The resulting explosion is powerful enough to send a tank through a roof, and there are documented historical cases of exactly that. The TPR valve is the device that prevents it. It's set to open automatically if the tank's internal temperature exceeds roughly 210°F or its pressure exceeds about 150 psi, releasing water (or steam) before either limit is reached.

The valve itself is a small brass fitting, usually on the top or upper side of the tank, with a pipe running from it. That pipe, the discharge tube, is just as important as the valve, because it determines where that pressurized, near-boiling water goes when the valve does its job. Code requires the discharge tube to run down close to the floor or to a suitable drain. That way, if the valve ever discharges, the water releases safely downward instead of spraying sideways or upward at anyone standing near the tank.

What inspectors actually flag

The valve itself failing outright is relatively rare to observe directly during an inspection; inspectors generally don't manually test it, since doing so can cause an old valve to start leaking. What they check and flag constantly is the installation around it:

  • Missing discharge tube entirely, or a tube that terminates too high above the floor.
  • Discharge tube pointed the wrong direction: upward, sideways, or anywhere that could direct scalding water at a person rather than down and away.
  • Discharge tube that's too small in diameter, reduced, or has fittings that would restrict flow if the valve ever needs to discharge at full volume.
  • Discharge tube made of an inappropriate material (some plastics aren't rated for the temperatures involved) or one that's capped or plugged, which defeats the entire purpose of the valve.
  • Visible corrosion, mineral buildup, or an active drip at the valve itself, which can indicate the valve is already failing or has already discharged in the past.

A version of this finding appears on a huge share of water heater inspections: "TPR valve discharge tube is absent at time of inspection. Recommend installation of proper discharge piping terminating within 6 inches of the floor, directed downward, by a licensed plumber." This is about as close as the plumbing section gets to unambiguous safety language: no "recommend evaluation," no hedge. It's a defined code requirement, a known fix, and a real reason it matters.

Why this one is different from most plumbing findings

Most of what's in a plumbing section is about eventual cost: a repipe you'll need someday, a water heater you'll replace someday. A missing or misdirected TPR discharge tube is about what happens in the rare event something else goes wrong. It's genuinely low-probability, since properly functioning water heaters essentially never reach the failure point that would trigger it. But the consequence, if it does happen and there's no safe discharge path, is severe enough that inspectors treat it as a real finding rather than boilerplate, even though the fix is inexpensive and fast.

This is a useful distinction for calibrating the rest of the report, too. A lot of language in a home inspection is deliberately cautious to limit the inspector's liability, and that boilerplate shouldn't drive your negotiating decisions. The TPR discharge tube note is the opposite: specific and actionable, which is exactly why it's worth just fixing rather than negotiating over.

Ongoing maintenance, for after you close

Manufacturers generally recommend testing the valve once a year by lifting its lever briefly to confirm water discharges freely and then shuts off cleanly. Most homeowners never do this, which is part of why valves can fail quietly over time. If the valve doesn't reseat properly after testing, or if it's more than about 8–10 years old regardless of whether the tank itself has been replaced, plumbers generally recommend replacing it outright rather than trusting an old one. This isn't something to negotiate as part of the purchase, but it's a useful habit to carry into ownership once the discharge tube itself is correctly installed.

This is frequently a same-visit job for any licensed plumber, and some handy homeowners can correct a missing discharge tube themselves with parts from a hardware store, though a licensed plumber is the safer call given what the part exists to prevent.

Turning it into a negotiation

In practice, this finding rarely becomes a real negotiation item, and that's the right instinct:

  1. Just fix it, or ask the seller to fix it as a condition of closing rather than folding it into a credit negotiation; the dollar amount is too small to be worth trading against bigger asks.
  2. Don't let it inflate your sense of how serious the plumbing section is overall. A TPR note and a "water heater is 14 years old" note are two different kinds of finding (one safety, one budgeting) and shouldn't be weighed the same way.
  3. If your water heater is also flagged as old, address both at once. Any competent plumber correcting a discharge tube issue on an aging unit will tell you honestly whether it's worth fixing the valve now or simply replacing the whole unit soon, which can save you a service call.

Fix it and move on

The TPR valve and its discharge tube are the small, unglamorous safety system quietly attached to every tank water heater in the country. Unlike most of the plumbing section, this isn't really a negotiation: it's a $75–$250 correction worth making regardless of who pays for it.
