Water Pressure on a Home Inspection: Too Low and Too High

Water pressure findings run in two opposite directions: too low, which annoys you, and too high, which quietly damages the whole plumbing system. One is usually a $350 fix. The other can be a clue to a five-figure one.

Most findings in an inspection report are about one failure direction: a thing is worn, old, cracked, or leaking. Water pressure is the odd one out. It can be wrong in both directions, and the two directions mean completely different things. Low pressure is a symptom, and the interesting question is what's causing it. High pressure is a cause, and the interesting question is what it's been quietly doing to everything else.

A water pressure finding on a home inspection is therefore worth more attention than its usual one-line treatment suggests. It's one of the few places where a $10 gauge reading can either close out a concern in one sentence or point directly at the most expensive line item in the plumbing section.

What the inspector actually measures

Two related but distinct things, and reports often blur them:

  • Static pressure. What a gauge screwed onto a hose bib reads with no water running. This is what the street (or well system) delivers, moderated by any pressure-reducing valve. The generally accepted healthy range is 40–80 psi, and 80 psi is the ceiling most plumbing codes set for good reason.
  • Functional flow. What actually comes out of fixtures, especially when two run at once. Inspectors test this by running, say, a sink and a tub together and watching for a dramatic drop.

The distinction matters because the fixes live in different places. Bad static pressure is a supply-side or regulator issue. Bad flow with good static pressure points at restrictions between the meter and the fixture. In an older home, that word "restriction" should make you think about pipe material immediately.

Low pressure: a symptom with four usual suspects

A typical finding: "Functional flow at second-floor bathroom noted as weak; flow diminished significantly when multiple fixtures operated simultaneously. Recommend evaluation by a licensed plumber." Here's the mental checklist a plumber would run, roughly in order of cost:

Fixture-level restrictions

Clogged aerators, scaled showerheads, a partially closed fixture stop valve. If weakness is limited to one or two fixtures, this is the likely story, and it's a $0–$150 fix, sometimes literally a screen cleaned in the driveway.

A partially closed or failing valve

Main shutoffs and pressure regulators can be accidentally left half-closed or can fail in the restrictive direction. Cheap to diagnose, modest to fix.

Undersized or long supply runs

Some homes (especially ones with additions) simply have too much fixture load on too little pipe. This shows up as fine single-fixture flow that collapses when anything else runs. It's real but rarely urgent; most owners live with it.

Galvanized steel pipe

The expensive suspect. Galvanized supply pipe corrodes from the inside, and decades of rust scale can narrow a nominal half-inch pipe to a fraction of its bore. The telltale pattern is house-wide weak flow with normal static pressure at the hose bib: the street delivers plenty, but the corroded pipes can't pass it along. If the report notes galvanized supply material anywhere, low-flow findings stop being a fixture problem and start being a data point in the repipe conversation. Hot-side-only weakness adds one more suspect: sediment and scale inside the water heater and its connections, worth checking before blaming the pipes.

High pressure: the damage you can't see yet

High pressure attacks the plumbing itself. Above roughly 80 psi, everything downstream lives under constant excess stress: supply lines, fixture valves, toilet fill valves, washing machine hoses, water heater tanks, and the small plastic parts inside appliances. Chronic high pressure shortens the life of all of it. It's a classic root cause behind "the supply line just burst" stories, including the burst-hose floods behind some of the largest residential plumbing insurance claims.

The component responsible for preventing this is the pressure-reducing valve (PRV), a bell-shaped brass fitting near the main shutoff. It knocks street pressure, which can run 100–150+ psi in some municipal systems, down to a safe household level. PRVs are wear items. They live roughly 10–15 years, and when they fail they usually fail quietly, letting pressure creep up with no visible symptom until a gauge gets attached.

The high-pressure version of the finding: "Static water pressure measured at 95 psi at exterior hose bib, exceeding the generally accepted maximum of 80 psi. Pressure-reducing valve may be absent or failed; recommend correction by a licensed plumber." This is one of the best findings in the whole report to act on promptly, because the fix is cheap and the thing it prevents is not.

One companion detail worth knowing: a home with a PRV (or a check valve at the meter) is a closed system, and heated water expanding in a closed system needs somewhere to go. That's the job of a small thermal expansion tank near the water heater. Inspectors flag missing or waterlogged expansion tanks routinely; without one, every water-heater cycle pushes pressure spikes through the system even when the PRV is fine.

Everything on this list is a few hundred dollars except the last row. Which row you're in depends almost entirely on why the pressure is wrong, and that's a diagnosis question, not a negotiation question.

How to handle pressure findings in the deal

  1. High pressure: just get it fixed, and ask for it. A failed PRV is objective (a gauge reading), cheap to correct, and protective of everything else in the house. Sellers rarely argue with it. It's a clean, reasonable line in a repair request, the kind of ask that makes the rest of your list look credible.
  2. Low pressure with modern pipe: treat as minor. Aerators, a stop valve, maybe a fixture: bundle it or let it go. Spending negotiation capital here weakens stronger asks.
  3. Low pressure with galvanized pipe: reframe the finding. Turn the ask into a conversation about pipe material and remaining life, anchored by a plumber's repipe estimate, as laid out in the main plumbing guide.
  4. Verify the fix direction before pricing it. A $30 gauge and ten minutes distinguishes a supply problem from a restriction problem. If the report is ambiguous about which side is wrong, that's a fair thing to ask a plumber to pin down during your contingency window rather than after closing.

Acting on it

Water pressure findings look like comfort issues and occasionally are. Handle a high reading fast: the fix is small and unambiguous, and it protects everything downstream. Treat a low reading as a question whose answer ranges from a clogged screen to a house that needs new pipes. The report gives you the symptom; the material notes elsewhere in the plumbing section usually give you the answer.
